Sažetak

The minority rights system assumes that national minorities, in countries that are committed to the protection of their rights, are an integral part of society and the state, and therefore entitled to special measures that will help them become socially integrated and equal members of society. However, in recent months, a radicalisation of inter-ethnic relations and a lack of support for the implementation of minority rights have been witnessed by the general public. Creating an atmosphere of mutual understanding, respect and tolerance, which is, after all, part of the obligations stipulated by the Constitutional Act on the Rights of National Minorities, constitutes the key factors for achieving peaceful coexistence and integration of minorities in Croatian society, which is still in its political and social daily life significantly influenced by the recent Homeland War and the consequences of war sufferings. This article therefore analyses the measures and policies that have been undertaken to promote an atmosphere of understanding, respect and tolerance between members of national minorities and the majority population in Croatia and provides recommendations for the enhanced achievement of these goals.
