Sažetak

The author describes the process of drafting and the structure of the new Croatian Law on General Administrative Procedure. It is considered that the new Law is a result of conservative approach that takes more care of Croatian tradition and the current state of the Croatian public administration than of the necessity of its modernisation. The paper contains a detailed analysis of certain solutions of the new Law compared with the EU Directive on Services in the Internal Market of 2006 (administrative simplification, the point of single administrative contact, electronic communication, etc.). Special attention is given to the institute of administrative contract. It is concluded that the new Law has insufficient modernisation potential.
