This paper presents the results of the aforementioned research which show strengths and weaknesses of various key stakeholders for the creation of stimulating environment and real foundations for strengthening and usage of the welfare mix in legislation and their concrete application. The introductory part presents a theoretical-analytical framework of the welfare mix development in countries in transition. An insight into Montenegrin social policy documents provides a reference to the environment where potential holders and promoters of the welfare mix concept are to be found, and finally the results of the empirical research on strengths and weaknesses of the welfare mix in Montenegro are presented.
