The Influence of Organizational Environment on Administrative Coordination: Croatian Ministry of Public Administration as a Case Study

Sažetak

Notions of the environment of administrative organisations and administrative coordination, as well as the forms of influence of the environment of administrative organisations on administrative coordination have been analysed. Organizational environment means space, actors, and interweaved relations, although its definitions in scientific literature are different. In this paper, administrative coordination is defined as a process of harmonization and adaptation of decisions and functioning of many actors in order to achieve a goal that cannot be realised by the activity of a single actor. The empirical research on which the paper is based uses methodological triangulation and data triangulation. A case study of the Croatian Ministry of Public Administration has been chosen as the elementary research strategy. The subject of analysis was the manner in which an administrative organisation coordinates its activities connected with law drafting and public policies design with other stakeholders (organisations, individuals, public). Research results suggest that environment and its dynamics influence administrative coordination by improving it or making it difficult. Politico-administrative system characterised by contingency, in a sense that activities have not been planned and that a large number of regulations have been adopted in an ad hoc manner, makes administrative coordination difficult. Furthermore, dynamic environment in the form of active and interested public influences better coordination with the environment, while positive coordination is more frequent when an active and interested public exists. Four policy recommendations have been offered for improving coordination within the Croatian administrative system: building the coordinative capacity of the Government; introducing positive coordination with the environment; upgrading administrative capacity of administrative organisations; and establishing a separate organisation entrusted with regulatory impact assessment with appropriate capacities.
