Sažetak

On the basis of an overview of the administrative system of the City of Durovnik, this paper examines the basic institutes of the Croatian system of local self-government. A case study of the City of Dubrovnik shows the historical development of the administration of Dubrovnik, from the gaining of independence of the Republic of Croatia onwards, the basic natural, economic and social features of this local unit, its basic political institutions (the city council, the mayor and his deputies) and administrative organisations (administrative bodies, local public institutions, and public companies), the modes and practice of involving citizens in local government, and the unit's financial situation. While pointing out some systemic problems of Croatian local self-government, the paper emphasises in particular the specificities of the administration of the City of Dubrovnik and the opportunities for improving it.
