MANAGEMENT OF QUALITY AND TIMETABLE SAFETY

Within a traditional system, a timetable was considered a basis for a technological process of providing transport services and implementation plan for train traffic. In the course of a unified system division, what was once a basic function has now become a simple administrative activity regulated by legal provisions. This directly affects to impossibility of developing a timetable as a basis of the railway. Thus, the development of the railway system was also made more difficult. While seeking for solutions, the approach based on a modern system management should be applied. The railway system should be brought back to its beginnings in this crisis, to the stage of planning, and operative activities should not be dealt with in a disorganized way. At this point, we arrive at a timetable as a plan for the traffic of trains transporting passengers and cargo, and trains for railway needs. A timetable is a plan, which connects the demands of service users with all other plans in companies: plans of maintenance and modernization, plans of procurement and professional training. All of this leads to business plans of companies, which connect business activities with sources of financing on the one hand, and on the other, manage resources and costs effectively. Due to this, a timetable should be approached from the perspective of quality management and from the perspective of safety management, and this will be directed by using rules (laws, by-laws and internal acts) and goals of a timetable, which were clearly defined by competent institutions and railway companies.
