Sažetak
The proposal of a measuring instrument and
clarification of its application for an objective
assessment of the achievements in improving
the quality system of any level, from TVZ
across departments and institutes to a particular
teaching subject or project are presented. In the

process to which the stage of development is to be
determined and documented, "measuring points"
are placed. Measurement procedure based on the
PDCA (W. E. Deming) cycle determines the phase
of development.
Definition and implementation of a
measurement instrument as one of the ISO
procedures or a supplement to the procedure of
the internal judgment of the quality assurance
system will facilitate the evaluation of
achievements in internal audits, equalize criteria
of various teams during an audit and between
them and align arguments in explanation of their
rating reports as well.
Operationalization of the described
methodology (measuring instrument) in the
context of an integrated QTVZ will be carried out
by creating the ISO process with particularized
tasks, deadlines, and holders for other cyclic
processes into TVZ. Making this, "measuring"
ISO process can be an integral part of further
implementation of ISO 9001:2008 QMS after the
certification obtained in May 2014.
