Abstract

Bodies of local and regional self-government units decide on numerous rights, responsibilities and legal interests of natural and legal persons as well as on other issues of interest for the local unit. On the basis of by-laws made by representative bodies of local self-government, their executive and administrative bodies make concrete single regulations
and perform or omit certain activities. The framework of the general task of local self-government to perform the local scope activities which directly satisfy the needs of citizens, certainly includes the task to protect the rights of citizens from unlawful conduct of its own bodies. In this respect, local bodies are obliged, when issuing their regulations,
to inform citizens on legal remedies for the protection of their rights. Simultaneously, in case that the law does not provide for such a legal remedy, representative bodies of local units may and should stipulate such provisions in the relevant by-law which will fill legal gaps.
