Sažetak
The author discusses the relations between public policies and the modern concept of governance. It is emphasised that the term governance actually designates a new form of relations between politics, public administration, and society, which are not based on the exclusive dominance of politics over public administration and the horizontal sphere of society any more. Different approaches
to public policies put the issue of these three spheres into different perspectives. Notwithstanding the manners of achieving coherence between them, they are all characterised by supplementing the traditional approach of obtaining collective objectives, based on the »order and supervise« principle, with the principle of negotiating between different sectors and levels.
