Sažetak

The use of computers in network environment became everyday need of the business communications. The legal framework for the developement of the recordkeeping project, which could have used the benefits of electronic technology at one time, was created by the adoption of Records Management Ordinance.
The project was developed for the users who keep their records (by their will or by legal obligation) according to Records Management Ordinance (Narodne novine/Official Gazette of the Republic of Croatia nos 38/87, 42/88), same as to the Regulation on Unique Classification Codes and Number Codes of Records Creators and Receivers (Narodne novine/Official Gazette of the Republic of Croatia nos 49/87,38/88).
Computer supported development/improvement of records reception and processing should insure:
Quicker registration/protocolling of the records at the place of reception
- Automatic distribution of received records to those delegated for their completion
- Efficious records tracking and control of records completion, up to their delivery or storing
- Publishing of records registers and statistic reports.
Due to the fact that jobs of records reception and records processing are consisted of routine and always the same operations, repeated all the time, and followed by use of the same registration means, they are appropriate for the complete automatization. The concept of automated records reception and processing procedures includes automated reception, registration and distribution of the received records, and control of records completion by means of computers, up to the records delivery of storing.
The application of the project in the City of Zagreb administrative units, same as in the part of the Zagreb county administrative units, and in the financial and customs administrative units of the who le country, created precious arranged data holding, submissible to any automated processing system, depending on available technology. The creation of records exchange electronic system, legalization of electronic documents and complete applicability of digital signature are few of prerequisites for the full achievement of electronic governement. Once, due to the electronic government, clients will be enabled to submit their applications in digital form, quickly, without waiting, at any place and any time, getting the answers in the same way, too. That is the direction in which the project will be developed in next few years.
