The Position of Higher Education in Croatia

Sažetak

The author lists a number of administrative and academic
problems in the higher education sector in Croatia. Special
emphasis is given to institutional, legal and financial ambiguities
and uncertainties for all actors in the system. The author
suggests a mini-ramification of the rational choice theory,
explaining how the interests of the minister, rector(s) and deans
necessarily form a triangle of forces without a clear winner.
