INTERNAL SECURITY OF THE EUROPEAN UNION: TRANSFORMED POLICE ROLE IN EUROPEAN INTEGRATION

Sažetak
The transformation of the modern security environment, particularly the proliferation of transnational security threats, has resulted in an institutional change in the police that adjusts its mode of action to the actions of transnational criminal entities. The key trends in contemporary police work are the expansion of international police cooperation and the adoption of a intelligence-led policing. The police has been transformed from a traditional law enforcement agency with a strict role in law enforcement focusing on solving internal crime and carrying out basic state police tasks into a proactive agency that is actively involved in the prevention of transnational crime and plays an important role in preserving national security. Second part of the thesis discusses the process of transforming the normative role of the police in the context of European integration. The EU reacted to the strengthening of transnational security threats, especially terrorism, by institutionalizing and supranationalizing new models of policing. In the process of European internal security integration, which started in the 1970s and is still in progress, a supranational area of EU internal security has been created, whose key part is police cooperation conducted by European agency Europol’s based on the intelligence-led policing. Institutional change of the police in the EU is illustrated by the case study “Europol as a counter-terrorism actor”.
