THE APPLICATION OF INTERNATIONAL STANDARDS AND RECOMMENDATIONS IN THE CROATIAN SOCIETY’S ACTION TOWARDS THE CHILDREN AND YOUNG PEOPLE WITH BEHAVIOURAL DISORDERS

Sažetak
The aim of this paper is to analyse the possibilities of realising the rights of the children and young people with behavioural disorders in the Croatian society on the constitutional, legal, institutional and practical levels. The application of international standards and recommendations for this group of children and young people is particularly analysed, i.e. the need to elaborate the prevention and protection of the children and young people from the possible choice of delinquent behaviour, the organisation of the progressive judiciary for juvenile delinquents, the insurance of the protection of fundamental rights during juveniles’ stay in social and judicial institutions and so on. The content of the paper points to incompleteness of the mechanisms that would ensure a full protection and realisation of the existing rights of the children and young people with behavioural disorders in Croatia. Therefore, the consistent application of the existing laws, the legal regulation of the system of implementation of sanctions for juveniles, the employment of a sufficient number of experts in all institutions intended for the children and young people, the maximum realisation of the national programmes and strategies on local levels and undertaking of all measures that support families in the quality realisation of their educational functions are proposed.
