Sažetak

The authors of this paper show and examine the primary roles of legislative bodies
and emphasize Upper Houses of Parliament from the critical point of view while comparing
democracies according to general differencies between majority and consensual
ones. The emphasis is put on examining roles of Upper Houses of Parliament in managing
confronted interests, as well as their role in achieving democratic social stability. The authors
also emphasize the fact that while choosing democratic design, the consequences of
concrete institutional choice influences stability, efficiency, as well as legitimity of political
system, whereas the issue of representation, which is crucial for divided societies, is placed
inside legislative bodies. The conclusion is that conflict differencies can sucessfully be
controlled with the appropriate institutional structure defined by political community.
