Abstract

Compared to other European countries Croatia has too big a consumption of fuels and heating energy. Its decrease could be reached through several basic ways: by a more rational usage, using correspondent measurement and regulation equipment, as well as by new heating costs'
calculation. Best results are obtained when using current and justified individual costs, which leads to rational usage and significant savings by all consumers. To organise that in spring of 1997, an agreement was reached among the Ministry of Economic Affairs of the Republic of Croatia (Department for Energy and Mining), City Housing and Communal Economy (GSKG), the companies Techem AG from Frankfurt and Danfoss Ltd. from Zagreb and an apartment building in 84-86 Gospodska Street. This was determined as the first pilot project of individual heating costs. A year later, in spring 1998, the same contributors, i.e. the firms Techem and Danfoss as well as the GSKG representatives, HEP TD and Ministry of Economic Affairs agreed that the Zagreb 2 Pilot Project was going to be the building II Vrbik 1-3.
