Sažetak

The author first defines social policy and the social state and draws the reader's attention to the causes of their emergence and their role in contemporary societies. He continues to discuss the social policy of Croatia during the period of socialism and until the first democratic elections in 1990. Most attention is given to the development of social policy in Croatia since it became an independent state. During that period, the war and the process of transition have had a decisive impact of Croatian social policy. The war has resulted in various types of war victims (displaced persons, refugees and others). The transition, together with the transformation and privatization of social property, has resulted in a large number of unemployed and socially disadvantages persons and a decrease in the feeling of social wellbeing. At this point, the social policy of Croatia is faced with two major pressures operating in opposite directions. On the one hand, there are the war victims and the socially disadvantaged asking for an improvement in their position and a redistribution of the national income to their advantage and on the other hand, there is the new entrepreneurial class of owners, supported by international financial institutions, trying to put pressure on the government to reduce welfare and other costs. This is the environment in which the new social policy of Croatia is being created. Policy makers will have to manifest a great deal of skill and patience trying to find solutions for numerous social problems and to secure the social stability necessary for the development of improved economic and social conditions.
