Sažetak

This paper contains an overview of the German system of long-term care insurance introduced in 1995. It was part of the German social security system that the country has been developing since the famous Bismarck reforms. As is often stated, this type of security is the fifth pillar within the social security system of Germany. It is directed towards the insurance of risks against long-lasting care and against all kinds of dependence on other persons' assistance which will not cease to exist. This is where the basic distinction lies between care insurance and health insurance. The paper presents the main elements of this form of social insurance which is still relatively new in Europe. Some problems of its implementation in the previous period are highlighted. These are such problems as the insufficient availability of various services of care, extensive institutionalisation, the level of contributions, and the demarcation between the system of long-term care insurance and health insurance.
