Development Possibilities of Welfare Mix in Croatia

Sažetak
This work researches the development possibilities of welfare mix in Croatia. The author has adapted his exposition to the requirements of strategic planning. The first part analyses the current condition and gives the framework of the most recent theoretical approaches and research from the developed countries of the world. Following this, a critical view is proposed, evaluating the current condition of this area in Croatia. The focus of the analysis is on the development welfare mix in providing services to elderly people. The results of the most recent research have been used as the basis for this study. A SWOT analysis was carried out, which is used in strategic planning, and which reveals the strengths and weaknesses of a certain policy model and the opportunities and threats which can arise through its application in the future. The second part of the paper discusses the objectives and tasks of the development of welfare mix in Croatia. The objectives and tasks are given within particular time frames. The realisation of these objectives and tasks depends on a policy that considers the advantages and limitations of the development of the non-profit sector in Croatia. In the end, a framework is provided for assessing the implementation of this strategy and how it achieves the set objectives. In this aspect, particular attention is given to the development of the non-profit sector which can supplement or substitute the state in resolving certain social problems. In the opinion of the author, Croatia is only now faced with the task of building welfare mix.
