Croatia: From Passive to Active Welfare State

Sažetak
In this paper, the author presents his view of the development of Croatia as a welfare state. The paper was written as part of the Government project “The Development Strategy of the Republic of Croatia: Croatia in the 21 st Century”. The author is a member of the central advisory board and the leader of the section “The Pension Scheme and Social Welfare”, in which several scientists and experts have participated by submitting contributions on specific topics. In the first part of the paper, the author discusses social rights. He emphasises the difference that exists between social, on the one hand, and civil and political rights, on the other hand. Social rights depend on the economic situation and are liable to change, whereas civil and political rights are more stable. Next, the author warns about globalisation and other world processes which influence changes in the welfare state, primarily the reduction of social expenditures and the transfer of one part of the responsibility for social security to the individual and to civil society. At the same time, the social welfare system, in the broad meaning of the term, is not changing quickly enough, even though this system should support more strongly the social security of citizens than has been the case so far. In the future, the author foresees the establishment of a three-part structure of the social security system which would consist of private insurance, compulsory insurance through employment, and the social-welfare network. He continues by discussing different ways of financing these three parts of the social security system, while particular attention is given to the social-welfare network, in whose transformation a key role should be played by different factors of civil society.
