Gender Equality in the Public Life of Local and Regional Self-government Units: Comparison of Gender Parity Reached at Minority and Local Elections in the Last Two Election Cycles

Sažetak

This paper examines whether gender equality in public life has been achieved by assessing
gender parity in national minority councils and representative bodies of local and regional selfgovernment
units. A comparison of the gender composition of minority elections with that of
local elections reveals that women are represented in national minority councils (including the
institution of national minority representatives) at a slightly higher rate than in representative
bodies of local and regional self-government units elected in local elections. This is the case despite
the fact that a minimum quota of 40% for the underrepresented gender on electoral lists
has not been legally mandated for the election of these political and public decision-making
bodies.
