Abstract

The article follows the issue of Croatia’s accession to membership in the‎ Council of Europe from 1992 to 1996. The process of Croatia’s accession was‎ a very broad and long political process, rather than just a technical matter. The ‎relevance of the topic lies in the importance of the start of the European integration‎ process for Croatia and the role the Council of Europe played at that‎ specific historical moment. Based on various sources, primarily the reports of ‎the three Committees of the Council of Europe, the article demonstrates the ‎problems that accompanied Croatia’s path to membership, the precedents set,‎ and the factors that led to the final positive outcome. The topic is approached‎ from the perspective of structural realism, a theory that rejects the liberal trust ‎in international institutions and emphasizes the importance of state power.‎
