Resilience of Security Forces Against Hybrid Threats: Insights from the Czech Republic

Security forces play a crucial role in safeguarding public order and national security, facing a spectrum of challenges ranging from cyberattacks to disinformation campaigns. This study examines the resilience of Czech security forces, focusing on both individual and institutional dimensions. Using survey data from over 4,200 participants across the Czech Police, Customs Administration, Prison Service, and General Inspection of Security Forces, the research explores factors influencing resilience and their implications for countering hybrid threats. Key findings reveal that while the Czech Prison Service demonstrates notably lower resilience, other forces maintain comparable levels of robustness. Factors such as national pride, trust in colleagues, and perceived institutional capability strongly correlate with resilience, highlighting the importance of psychological and organisational components. However, systemic influences, including perceptions of justice and EU approval, emerge as critical determinants. These insights underscore the need for targeted interventions, emphasising the interplay between personal and institutional resilience in addressing hybrid threats.
