The Concept of Networking of the Towns - Globalization

Sažetak
This article is actually a modified chapter five of the author's book New Urban Trends: Localeness in Towns - Network among Towns, Hoćevar, 2000. The author treats the conceptualization of the (non-spatial) network flows, being the basic mechanism for interpretation of regulation and selection of urban accessibility within
the context of transformation of spatial organization of towns that
has been implicated by the changes of spatial practices of individual
actors as well. First he tries to systematically evaluate the importance
of the notion of network within the activity of urban networking. Doing
this, he points out that inconsistence in the use of terms that have
emerged in this concern in socio-scientific literature and in urban sociology in the past ten years need to be removed. For that reason
he first defines and explains the difference between the infrastructural
networks of towns and networks of actors. This is important in order
that the term network and its derivations be used by sociologists as a
part of categorial apparatus. The author proves that the activity of
virtual - non-spatial networks has been comprehended one-sidedly
only as the factor of relational spatial-temporal manipulability. In this concern he also explains that the prevailing belief that the trend of
increasing virtual accessibility necessarily causes instrumentalization
of urban spaceness, increasing similarity among the cities and
undistinguishable locations inside the towns has no foundations. He
advocates and establishes the thesis that non-spatial networks as
organisational principle of action don't have only linking (relational,
accessional) but also distinctive (distinguishable) function: analysing
the town as a system he ascertains to what extent and in which way
the connecting function of network transactions induces, forces or
guarantees the »valorisation of attributes« of a town or localeness. As
he explains it more thoroughly, here it is about the conditions of physical quality of spatial units - localization of globalness manifested
in towns in the quality of a specific urban placeness, opposite to universal and instrumental quality of urban spaceness. On the level of individual actors, he ascertained to what extent and in which way does
their experience with spatial flows, i.e. with global accessibility and
reachability, stimulate to reflexive attitude towards the town or towards localeness in town and how the actors, upon that foundation
do chose various forms of their physical presence there.
