The Serbian Public Administration's Attitudes Towards Work

Sažetak
The aim of this paper is to diagnose the Serbian public
administration’s attitudes towards work, from the point of
view of professional values of employees, normative system
of evaluation of administrative tasks, as well as the system of
values determined in the Serbian Strategy of Public
Administration Reform. Attitudes towards work are
considered from the organisational culture concept
viewpoint. Several research methods were used: content
analyses, review of results of relevant domestic and
international researches, and comparative functional analysis
of some elements of attitudes towards work in the public
administrations of Croatia, Bosnia and Herzegovina and
Montenegro. The Serbian public administration’s attitudes
towards work are evaluated in the conclusion. The evaluation
is based on the values defined in the Serbian Strategy of
Public Administration Reform. The research results have
indicated that the Serbian public administration’s attitudes
towards work are not in accordance with the state’s goal to
offer quality service to its citizens. These attitudes could be
significantly improved through a change of the public
administration’s organization culture. Recommendations
based on evaluation are created in the human resources
framework.
