Abstract

The National Plan of Action for Mental Health (PANSM), approved by the Conference of Regions has been from January 24
2013, being implemented by the Department of Mental Health Services. It requires a reorganization of the same, the functional the
adoption of a methodology based on the Necessity of Working for projects which are Intervention-specific and differentiated, based
on the evaluation of the need and patients and the implementation of care pathways. This implies a systemic approach by of the team,
rather than a segmental working mode.
Thus change is necessary in the work culture of the teams, and from the State Regions Conference November 13 2014, has
emerged the need to share, among all stakeholders, good practices and the development of Clinical Management Tools so that
standards of care can be defined to ensure quality, together with the measurement of Processes and Outcomes
