DYNAMIC OF NEW PLANTS CONSTRUCTION – SUITABLE OR NOT?

Abstract
In the paper an approach to construction planning and problem of power plant construction in a deregulated surrounding, that is in open market of electric energy, is given. To achieve a better understanding of the open market context, its beginnings, motives that started it and perspectives in the introduction a wider explanation of future energy sector development is given. Special concern is given to sustainability of that development. Questions raised in the article are very complex and many of them have not been answered so far. The article in fact the author has no intention of offering answers to many of these questions, because it is not possible. The intention is to point out some problems that have already showed or are going to show up. At the same time the intention is to inspire people involved in these problems to consider the problems and try to communicate and cooperate within Croatia but also abroad and try to find the most suitable answers (solutions). So, the fact that there are many questions and not so many answers should not be surprising.
