Sustainable Port Development Planning Using Decision Support Systems (DSS): A Bibliometric Analysis and Systematic Literature Review

Abstract

Research on Decision Support Systems (DSS) for sustainable port development planning has expanded significantly, yet its implementation often struggles to reconcile conflicting economic, environmental, and social objectives. This study aims to map publication trends and identify critical knowledge gaps by employing a mixed-methods approach, combining a bibliometric analysis of 74 Scopus-indexed publications (2014–2025) with a systematic literature review (SLR). The results reveal a notable technocratic dominance, where 89% of studies utilize GIS and Multi-criteria Decision-Making (MCDM) frameworks focused on technical efficiency. However, a significant gap exists in holistic sustainability integration, as only 40% of the reviewed literature explicitly addresses the four pillars of sustainability—economic, environmental, social, and governance. Furthermore, the synthesis identifies a participation deficit, with only 26% of studies incorporating active stakeholder engagement, alongside a pronounced geographical imbalance favoring developed maritime regions. These findings suggest that current DSS remain expert-driven tools rather than collaborative platforms. To enhance the legitimacy of port development, future research must shift toward inclusive and context-sensitive DSS that prioritize spatial justice and adaptive governance. This study provides a strategic global research map to guide the development of the next generation of sustainability-oriented decision-making instruments.
