Abstract

The need and purpose of the introduction of each unclassified port into the county port system has been the subject of an ongoing discussion between scientists and experts, as well as the very users of the seaports. The fundamental dilemma regarding the ports of county and local significance open to public traffic is the question whether or not to include separate anchorage, and particularly mooring points, into the legal and economic regime of ports open to public traffic of county and local significance. Therefore, the basic purpose of this paper is to highlight the steps necessary for the process of legalization, i.e. sorting out of those seaports and defining activities necessary for their commercial use. The object of research of this paper are the newly classified county seaports, and the focus of the research is based on defining the activities and factors regarding their commercial use and successful implementation into the county port system.
