Abstract

Due to the emergency caused by the aggression on Croatia, Croatian President, in the second half of the 1991st issued a series of emergency decrees. Eight regulations related to the area of the Interior. Some regulations are constitutionally guaranteed individual rights, freedom, inviolability of the home or the right to life was limited. When the authorized persons of the Ministry of Interior as the direct perpetrators, had wider powers than those permitted by then applicable law on internal affairs. The paper deals with the constitutional requirements, the immediate circumstances of the adoption, content and concerns that accompany the adoption and treatment of these regulations.
