Creation of the European Union's Security Policies

Abstract
The purpose of this article is to give an insight in to the European Union's security policies with a spe-cial emphasis on the highest level of the policies creation in the Union as well as the key body in the process, the European Council. Although the European Council doesn't have a legislative role it pro-vides the Union with strategic guidelines and priorities for development of altogether policies. Even though the European Council wasn’t regulated by founding treaties until the Lisbon Treaty, it presents the most important political body of the European Union because of its composition, power and politi-cal role. The European Council’s guidelines give roadmaps for all the Union’s other bodies as to a way which the Union and all the member states will follow in the upcoming period. The analysis of the European Council’s strategic guidelines and conclusions in the area of judiciary and internal affairs gives us an insight in to a method, as well as determination of vision of the European Union’s devel-opment as an area of freedom, security and justice for all the Union’s citizens. Starting with the Tam-pere Conclusions of 1999, through The Hague and Stockholm Conclusions, to EU Security Strategy of 2003 and EU Internal Security Strategy of 2010, we witness the constant care about protecting com-mon values and the growing areas in need of protection. The moment of the analysis of the aforemen-tioned documents is of special importance for the Republic of Croatia because we will soon become a part of the common security area and a country which will protect the internal security of the Union from the outside threats.
