Abstract

This paper reviews the empirical materials that process community-based prevention and prevention coalitions as a respond of community to the growing problem of crime. Crime in general and conse-quences of crime, as fear of crime, affect the quality of life and therefore dealing with this problem can not be left only to law enforcement agencies but it is necessary to include all other factors of life in the community which can, acting together, successfully solve problems, and generators of crime. In Croatia 165 crime prevention councils was founded and the meaning of this paper is to emphasis key factors of the functioning and sustainability of these councils, as well as challenges of implementation of evidence-based crime prevention programs. Numerous researches in both segments, the segment of sustainable and effective coalitions and in the segment of implementation of evidence-based programs, provide enough evidence of effective practice, what should be the direction for development of Crime Prevention Council in Croatia towards becoming an effective coalitions.
