Abstract




SUMMARY: Furnished here is a critical assessment of the published assertions and a request contained within to amend article 45 of the Electrical Power Safety Regulations, on account of three alleged shortcomings. They are: 1) article 45 is in conflict with physical laws, 2) article 45 does not comply with the regulations of other countries, 3) indirectly, a procedure in article 45 is held accountable as the cause of three accidents at work. The author undertakes to prove the fallacy of these assertions and states the necessity to review papers such as this one prior to their presentation to large audiences.
