Project preparation and public international bidding for CUPOVZ

Abstract

Authors present, in chronological order, the activities aimed at preparing the Plan of infrastructure facilities needed for the construction of the CUPOVZ, as well as those for implementation of international bidding which is, for the first time in Croatia, based on BOT model. In this respect, reasons for selecting concession as the most appropriate model for the financing and construction of this project are given, and the final selection of the most favorable bid is presented. The international bidding started with the invitation for prequalification, after which qualified bidders were invited to submit bids and, finally, the process ended with the selection of the most favorable bid.
