Abstract

This survey examines the development of Italian legal regulations for the immigration of foreign workers and citizens. The inadequacy of these regulations in view of a more intense immigration to Italy results from the long-term “specialization” of Italy as an “emigration country”. A bill implicitly admitting that Italy had become a country of immigration was formulated only towards the end of 1985.
