Abstract

This paper considers the complexity of the legal frameworks in the fight against terrorism at a universal level and at the level of the European Union, as well as their mutual relationship. It considers the problem of the lack of a unified definition of terrorism, and analyses the international legal framework through the role of the United Nations in creating international legal and quasi-legal instruments for fighting terrorism. It also analyses the structure of the European Union system and its role in implementing international instruments for fighting terrorism, as well as the legal framework of the European Union in this field. It also considers the legal status of UN international instruments for combating terrorism in the European Union.
