Abstract

The three phases in the development of Croatian self-government in the period after gaining independence are analysed. The situation in different local self-government segments is described, accompanied by an analysis of legal regulations, empirical data, and relevant institutions. The analysis encompasses the local self-government level, counties, submunicipal level, statistical regions, units with special status, and single-purpose units.
