Abstract
Labour legislation has regulated the status of municipal mayors, town mayors, county governors and their deputies partially, haphazardly, and by segmented regulation in several separate pieces of legislation. Labour-related provisions of the laws regulating local and regional self-government are analysed, together with the prevention of conflict of interest, direct election of local functionaries,
transfer of power, and salaries and bonuses in local and regional self-government. Subsidiary implementation of the provisions of the Labour Act on the rights of local functionaries is also discussed, as well as the procedure for passing individual decisions on those rights. The main short-term and long-term ideas for regulation improvement are suggested.
