Abstract

The paper outlines part of the European Commission’s Progress Report for Croatia of 2008 and SIGMA Report on the progress of Croatian public administration reform of 2008. Both Reports have recorded rather limited progress in public administration reform and stressed the necessity for a clear political will to conduct the reform, as well as to make further effort in its implementation. The progress
is visible with regard to the adopted Strategy of Public Administration Reform 2008-2011 and with the legal framework, including the draft Law on General Administrative Procedure, amendments to the Law on State Civil Servants and adopted secondary legislation, and the Law on Administrative Inspection
