Abstract

The author outlines the most important institutes and stipulations of the new Law on Civil Servants and Employees in Local and Regional Self-Government that regulates civil servants’ system in local and regional self-government. These include general stipulations, deciding on the rights and obligations, recruitment (recruitment plan, conditions and obstacles for recruitment, public competition,
recruitment act); trial period; fixed term recruitment; conflict of interest; transgressions of duty (bodies responsible for the procedure, procedure, transgressions and penal ties); classification and remuneration system; education and in-service training; evaluation; transfers (based on service requirements, based on individual
requests); career advancement, placing a civil servant at disposal; administrative and inspection supervision; stipulations related to criminal charges, interim provisions
