Abstract

The re po rt exa mi nes in com pa ra ti ve ter ms the va ryi ng si tua tio ns re gar di ng the sta tus of ca pi ta ls in Coun cil of Eu ro pe mem ber sta tes from the stan dpoi nt of the prin cip les of the Eu ro pean Char ter of Lo cal Se lf-Go ver nme nt. The re po rt pays par ti cu lar at ten tion to the mea ni ng of ca pi tal ci ty sta tus, the spe cial ad mi nis tra ti ve or le gal sta tus he ld by ca pi ta ls, the struc tu res and the fun ctio ni ng of their exe cu ti ve and le gis la ti ve bo dies, their in sti tu tio nal fra meworks
for se lf-go ver nme nt, the re la tion ship of the ca pi ta ls’ mu ni ci pal go ver nme nt wi th ot her pub lic aut ho ri ties, the di vi sion of fun ctio ns be tween the tie rs of mu nicipal go ver nme nt, etc. The re po rt con clu des that the re is a va rie ty of si tua tio ns at na tio nal le vel re gar di ng the sta tus of the ca pi tal ci ty and this di ver si ty is not in con tra dic tion wi th the prin cip les and the ru les of the Char ter, whi ch can be im ple men ted in dif fe re nt ways, in ac cor dan ce wi th na tio nal tra di tio ns, po li ti cal con di tio ns and so cial cli ma te.
