Abstract

The role of the public servants’ union is marked by a gap between the old, inherited habits and wishes of the union members and poorly considered modernisation measures in public administration. This role is particularly complex in the unions of »general type« whose membership comes from different parts of the public sector and, therefore, requires balancing among different membership
groups with various interests. Human potentials development is considered to be an important component of modernisation of public administration. Modernisation effects as a consequence of union activities are visible in the field of legal regulation, legal aid to public servants, influence the union gains via the information gathered in the process of providing legal aid, and collective bargaining.
