Abstract

Framework proposals for a new classification and remuneration system of local civil servants have been proposed and elaborated. Proposals are generated with regard to legal status of the Croatian local civil servants, not political officials or local employees. Framework classification ladder is described. Minimal educational
and other prerequisites and specific range of coefficients for each work position class are determined. Remuneration base should be determined by each territorial self-government unit or in the process of collective bargaining. Average monthly gross domestic product per inhabitant in a county is the main anchor for determining the remuneration base at the county level. The average share of
own revenues in total budget revenues would be additional indicator of municipal economic potential. Units with better potentials would have wider frame for determining the remuneration base. The City of Zagreb would have the same classification ladder as state servants and a remuneration system similar to other local units
