European standards with regard to civil servants' law and the Croatian law on state civil servants of 2005.

Abstract
European standards considering civil servants’ law are a part of the European Administrative Space – an informal acquis communautaire defined when it was necessary to assess the capacity of transitional countries’ public administrations for the EU membership. The standards and principles have been defined in national legislation of Member States and are being developed through the practice of the Union’s institutions. Civil service ought to be professional and based on the merit principle. Its activities should be in favour of public interest, it should work legally, efficiently, responsibly, neutrally, and be non-biased. Civil servants’ rights and obligations ought to be clearly defined and their position adequately protected. The Croatian Law on State Civil Servants of 2005 has mostly adopted European standards.
However, the final assessment of harmonisation of the Croatian civil
servants’ legislation with European standards will depend on the addition of (mostly secondary) regulation and implementation of the Law and other regulations that are still in drafting phase.
