The prospects of regulatory impact assessment in Croatian state administration

Abstract
The author discusses the establishment of regulatory impact assessment in Croatia, its current situation as a means of better regulation, and possible solutions with regard to its stronger institutionalisation. Normative regulation of regulatory impact assessment is based on the provisions of the Rules of Procedure
of the Government of the Republic of Croatia. It has been conditioned by the necessary modernisation of Croatian public administration in view of its forthcoming accession to the European Union. Inconsistency and incoherence in the implementation of regulatory impact assessment have dissolved the original solid regulatory impact assessment procedure. The procedure is currently functioning
on the grounds of a combination of procedural provisions of 2005 and 2007.
