Abstract

Using an adjusted instrument prepared within the implementation of the two waves of research on challenges of welfare mix in Croatia, a research was conducted in 2012 in Montenegro under the title “Challenges of the welfare mix development in Montenegro”. This paper presents the results of the aforementioned research which show strengths and weaknesses of various key stakeholders for the creation of stimulating environment and real foundations for strengthening and usage of the welfare mix in legislation and their concrete application. Respondents included in the research were the representatives of recognised key stakeholders in the area of social policy, thus including towns/municipalities, centres for social welfare and their branches, employment agency and their offices, civil society organisations and social institutions. The introductory part presents a theoretical-analytical framework of the welfare mix development in countries in transition. An insight into Montenegrin social policy documents provides a reference to the environment where potential holders and promoters of the welfare mix concept are to be found, and finally the results of the empirical research on strengths and weaknesses of the welfare mix in Montenegro are presented.
