MARKETABLE ENVIRONMENTAL PROTECTION. A proposal for Croatia

Abstract

The essay represents a „plaidoyer“ for marketable environmental protection; it is a relatively roughly drawn proposal of a new strategy for environmental protection in Croatia.
The discussion points to the basic shortage of present environmental acitivities modelled on the „direct regulation model“ though offering an alternative approach. The outline of new and different environmental policy, of essentially marketing features, is being drawn by the author.
The market strategy is based upon 2 concepts: on the model of „emission compensation“ as well as on the model of „emission licences“ - the logic of both concepts is being presented in the work. The proposal itself - of minimal environment regulation program - has been made operational, the form and the role of coordinating body (committee, ministry) being used.
The concluding lines discuss the author's consideration of possible difficulties regarding the implementation of marketable ecological model in Croatia, and then discuss the criteria for evaluation of any environment policy.
