Abstract

The author determines corruption from the etymological criteria and as breaking the moral and legal norm. The essay deals with the number of issues related to the forms of corruption, the problem of corruption in the Republic of Croatia and the fi ght against
corruption. The author’s opinion is that the fi ght against corruption demands a clear and complementary strategy which includes three components. The fi rst component includes the existence and functioning of normative instruments, laws and other instruments which regulate some human behavior as forbidden and also determine sanctions. But only the existence of these instruments is not suffi cient, it is neccessary that they function effectively.
The second component includes elements which lead to corruption. These two components are not suffi cient unless there is the third educational component which includes instruments related to people. The strategy which includes all these components (normative, preventive, educational) can succeed in the fi ght against corruption.
In this respect the United Nations Convention against Corruption which regulates measures that country must take in fi ght against corruption is very important.
