Abstract

Seas and oceans, the medium connecting most countries and all the continents, is at the same time the most evident subject to test if understanding of global views on environment protection be considered. The knowledge of how much this medium can be influenced, say harmed, is only 50 years old. Stockholm Conference on human environment in 1972 represented the boundary of one stage in which some problems of man <197> surrounding/environment have been understood and in which the necessity for international conventions and agreement regarding environment protection has been completely accepted. Optimistically, international conventions on protection of the seas, of <169>order and control<170> type, have been composed. The belief in the possibility of the sequence of gradual solving of the problem after problem prevailed. The United Nations Conference on Environment and Development (UNCED) in Rio de Janeiro in 1992 represents the end of this beginning stage; it has introduced the codification of holistic approach and integral planning as well the conscience about indivisibility of global economic development and environmental protection.
The article is trying to point to several unsurmountable difficulties in realizing effective protection of the seas, to certain institutional inadequacies when coming to connecting of the scientific and necessary, technological and possible, political and economically acceptable.
