Abstract
Complete control of environmental risks as well as the researching on the assumptions under which it would be possible to realise such control, seem to be realisable within the rationalist and mathematicized world. In such a world every life situation is contextually subjected to the cost-benefit calculations. The calculated result is ensuring the rational and technical choice making. The boundary of the scientific correctness of such approach has been defined by the researching made in the area of the social ecology and medical epidemiology, as well as by the psychometric techniques measuring risk perception. The attempts to expand the risk control to all the areas of society activities have resulted in the technical and social utopia on the creation of the zero risk society. The scientific analysis of the concept in the time, geo-political, social and environmental space dimensions is pointing to the scientific and social inefficiency. The Weber's idea of forming an emotional community is opposing the concept realisable only as post modern version of Bentham's "Panopticon".
