Societal Non-Responses to Energy Crisis

Abstract

The article analyses two basic paradigmatic approaches to the energy crisis. The first one is technological optimism, holding that man will always find solutions for any problems he encounters, on the basis of his technological inventiveness, as he did find solutions for the emerging problems so far. The second one is social optimism, deeming that the change of social relations (the socialist revolution) will do away with problems and energy crises being eminently problems of capitalism and its mode of production.
The authors assert that both approaches have a number of shortcomings and plead for a more active approach to development, involving an awareness of actors that further development is dependent upon their own actions (that is, to what extent such development is technologically non-determined). At the same time, they stress the importance of taking into account once established technological determinisms which operate by their own logic of development.
